There is no cookie cutter approach to program management

Running a program involves setting direction, providing leadership, communication, management of resources and a continuous cycle of monitoring and coordinating the projects or activities within the program. Realization of benefits is critical to the success of the program and this requires an ongoing assessment of whether progress is on track and whether changes are required. 

Unfortunately there is no standard approach.  Every program morphs and twists in unique ways as it progresses.  A program’s environment is often uncertain and requires that the usual tools and approaches be tailored. 

Program activity can be divided into two components:

  • Designing the solution and organizing the program – Many of the start up activities during this phase are similar between programs.  The degree of customization at this point is lower than during delivery.
  • Managing delivery of the outcome – During the delivery phase, program managers need to tailor their approach to the changing situation.  Successfully managing a program requires empowered decision making, active management of finances and well-informed, top-down decision making. The structure, roles and individual responsibilities need to be adjusted over time to reflect changes in the circumstances of the program.

The dichotomy between the amount of customization required with the two components described above is reflected in the diagram below. 

There is no cookie cutter approach to program management.   Program managers must be able to address a wide range of complex and inter-related topics in order to deliver the desired benefits.  Doing so requires flexibility in the approach taken.
